Flights to Washington National Reagan International (DCA) are being delayed while in the air between 16 minutes and 30 minutes because a high ranking government official is taking off or landing at the airport.

Why Is This Happening?
Due to national security concerns, airports implement a “ground stop” whenever a high ranking government official takes off or lands at a public airport. Usually this is only reserved for the President and Vice President, but it can be extended to any individual or government official who needs additional protection from potential attack attempts. This ground stop typically begins a few minutes prior to touchdown and ends when the aircraft has stopped moving, and begins again a few minutes prior to departure and ends when the aircraft is safely in the air.
